&#60;p&#62;If you mean MT -&#38;gt; CPE -&#38;gt; Device then likely you have a L2.5 issue.  &#60;/p&#62;

&#60;p&#62;The MT or any other router needs to find the devices behind a L2.5 bridge, and proxy arp or host routes are the way to do that.  Until the device behind the L2.5 bridge sends traffic, without proxy arp or host route it can't be found.&#60;/p&#62;
&#60;p&#62;Of course, we may have totally misunderstood the issue.
